Following is a biographical sketch used by the Regulatory Commission of Alaska while Dave was a Commissioner: 
On February 1, 2003, Governor Frank Murkowski appointed Commissioner Dave Harbour to (the five-year balance of) a six-year term. He served as Chair of the Commission from March 12 through June 30, 2003. Mr. Harbour completed undergraduate work at Colorado State University and earned a Master of Science Degree in Communications-Journalism from Murray State University. The former Army officer is a graduate of the Defense Information School and lifetime civilian alumnus of the Air War College. He coordinated U.S. public affairs strategy for the two-dozen producer and gas pipeline members of Arctic Gas Consortium, arranging public support for passage of the Alaska Natural Gas Transportation Act of 1976 with NARUC and other organizations (He obtained an updated NARUC Alaska Natural Gas resolution in 2003). He served as Alaska director of government relations for Atlantic Richfield Company, CEO of a municipal authority and a statewide security company and as a management consultant to businesses, government, and non-profit organizations.
Mr. Harbour is recipient of various citations and awards for community service, having served as Chairman of the Anchorage Chamber of Commerce, Alaska Council on Economic Education, and Hugh O'Brien Youth Foundation-Alaska. He was President of the American Bald Eagle Foundation and the Alaska Press Club. He assisted in founding Anchorage's Saturday Market, the Eisenhower-Alaska Statehood Monument Foundation, Arctic Power, the Alliance and the Anchorage Downtown Partnership and served as a commissioner of Anchorage's Heritage Land Bank, a Bicentennial Commission member and the Anchorage Organizing Committee's Television Commissioner. Before his RCA appointment, his company published a public service web page, Northern Gas Pipelines, which became, "the objective, one-stop-shop for Canadians and Americans requiring current news, maps, history and technical references regarding Arctic gas pipeline projects".
